Sounds like they should be. Here's the catch.

Nearly all dog poop ends up in landfill, and a compostable bag in a landfill doesn't compost. It rots without air and burps out methane — a much nastier greenhouse gas than CO₂.

Composting it at home is out too. Dog poop can carry parasites, so it's not going near your tomatoes, and most city green bins won't take it.
